Place or install the plugins in your Plugin folder.

Step 1

Open the tubes in PSP - minimize them for now.

Set your foreground color to #89d0e2 (or at your choice).

Set your background color to #172122 (or at your choice).

Open a transparent image of 800 x 550 pixels.

Flood fill your image with your foreground color.

Step 2

Set your foreground to gradient 'Sunburst' - with these settings:

Flood fill your image with this gradient.

Effects - Plugins - Filters Unlimited 2.0 -

&<Background Designers IV> - sf10 Shades of Shadow - with these settings:

Effects - Plugins - Filters Unlimited 2.0 -

&<Background Designers IV> - @Sun Raze - with these settings:

Effects - Plugins - Simple - Blintz.

Effects - Plugins - Simple - Pizza Slice Mirror.

Effects - Image effects - Seamless tiling - with these settings:

Effects - Plugins - Filters Unlimited 2.0 -

Alf's Power Grads - Blinds II - with these settings:

Step 3

Layers - Duplicate.

Image - Resize - 80% - All layers not checked.

Effects - 3D effects - Drop shadow:

Vert and Hor 3 - Opacity 100 - Blur 40 - color black.

Repeat 1x.

Effects - Image effects - Page curl - foreground color - with these settings:

Close this layer.

Step 4

Activate layer 1.

Layers - New raster layer.

Activate your Selection tool - Triangle - with these settings:

Draw a triangle at the bottom of your crea - see image below:

Change the settings of the triangle - set Opacity to 50 - see image below:

Flood fill the selection with your foreground color.

Effects - Plugins - AP [Lines] - Lines - SilverLining - with these settings:

Selections - Select none.

Effects - Plugins - Toadies - What Are You? - with these settings:

Set the Blend mode of this layer to Multiply.

Step 5

Layers - Duplicate - Image - Flip (in PSP X4 it's called search vertical).

Place this one on top of your crea.

Layers - Merge - Merge down.

Step 6

Copy tube 'Element 4 magnifique'.

Paste as a new layer on your working image.

Place it against the bottom edge.

Effects - 3D effects - at your choice.

Step 7

Open the closed layer.

Activate your top layer.

Copy tube 'Element 3 magnifique'.

Paste as a new layer on your working image.

Place it upper left.

Effects - 3D effects - Drop shadow - at your choice.

Step 8

Copy tube 'calguismistoeil5910'.

Paste as a new layer on your working image.

Place it in the rectangle - see my example.

Effects - 3D effects - Drop shadow - at your choice.

Step 9

Copy tube 'baby_homme135'.

Paste as a new layer on your working image.

Image - Resize - 80% - All layers not checked.

Place him on the right side.

Effects - 3D effects - Drop shadow - at your choice.

Step 10

Image - Add borders - Symmetric - 1 pixel - foreground color.

Image - Add borders - Symmetric - 2 pixels - color white.

Image - Add borders - Symmetric - 40 pixels - foreground color.

Select this border with your Magic wand - with these settings:

Effects - Plugins - AAA Frame - Foto Frame - with these settings:

Selections - Select none.

Step 11

Layers - New raster layer.

Add your name and/or watermark.

Layers - Merge - Merge all (Flatten).

Step 12

Save your crea as a jpg file and you're done!
