For this tutorial you need the following plugins:
Alien Skin Eye Candy 5: Impact - Glass
Filter Factory Gallery V - Picture Chopper

MuRa's Meister - Copies

Place or install the plugins in your Plugin folder.

Step 1
Open the tubes in PSP - minimize them for now.
Set your foreground color to #a4aab6 (or at your choice).
Set your background color to #050503 (or at your choice).
Copy picture 'plaatje' (or use your own picture).
Step 2
Open a transparent image of 160 x 200 pixels.
Selections - Select all.
Edit - Paste into the selection.
Selections - Select none.
Layers - Merge - Merge all (Flatten).
Adjust - Sharpness - Unsharp mask - 1 - 64 - 3.
Minimize this image for now.
Step 3
Open picture 'plaatje'.
Image - Add borders - Symmetric - 1 pixel - background color.
Image - Add borders - Symmetric - 2 pixels - foreground color.
Image - Add borders - Symmetric - 1 pixel - background color.
Image - Add borders - Symmetric - 10 pixels - foreground color.
Select the last border with your Magic wand - with these settings:

Effects - Plugins - Graphics Plus - Cross Shadow - default settings - see image
below:

Selections - Select none.
Step 4
Image - Add borders - Symmetric - 1 pixel - background color.
Image - Add borders - Symmetric - 2 pixels - foreground color.
Image - Add borders - Symmetric - 1 pixel - background color.
Step 5
Image - Add borders - Symmetric - 30 pixels - foreground color.
Select this border with your Magic wand.
Effects - Plugins - Graphics Plus - Cross Shadow - default settings.
Effects - Plugins - Filter Factory Gallery V - Picture Chopper - with these
settings:

Effects - Distortion effects - Polar coordinates - background color - with these
settings:

Effects - 3D effects - Inner bevel - with these settings:

Selections - Select none.
Step 6
Image - Add borders - Symmetric - 1 pixel - foreground color.
Image - Add borders - Symmetric - 2 pixels - background color.
Image - Add borders - Symmetric - 1 pixel - foreground color.
Step 7
Image - Add borders - Symmetric not checked - 10 pixels - color #d2482a -
with these settings:

Select this border with your Magic wand.
Effects - Plugins - Graphics Plus - Cross Shadow - default settings.
Effects - Plugins - Filter Factory Gallery V - Picture Chopper - same
settings as before.
DON'T DESELECT!
Effects - Reflection effects - Feedback - with these settings:

Effects - 3D effects - Inner bevel - with these settings:

Selections - Select none.
Step 8
Copy tube '0_93048_1cd1b034_L'.
Paste as a new layer on your working image.
Place it on the right side on the frame - see main image.
Effects - 3D effects - Drop shadow - at your choice.
Step 9
Layers - New raster layer.
Activate your Selection tool - Star 1.
Draw a small star in the upper left corner - see image below:

Activate your minimized image.
Edit - Copy.
Back to your working image - Paste into the selection.
Selections - Select none.
Step 10
Effects - Plugins - Alien Skin Eye Candy 5: Impact - Glass.
Click Settings - choose Clear - see image below:

Effects - Plugins - MuRa's Meister - Copies - Wall Paper(rotate) - with these
settings:

Click Reset until you like the starts.
If there are too many stars, just select them and press Delete.
I made one bigger star and small stars.
Step 11
Layers - New raster layer.
Add your name and/or watermark.
Layers - Merge - Merge all (Flatten).
Step 12
Image - Add borders - Symmetric - 1 pixel - background color.
Adjust - Sharpness - Unsharp mask - same settings as before.
Save your crea as a jpg file and you're done!
